H/L: WSSCM BoD decides to raise the issue of staff shortage with the provincial government.

Mardan: The Board of Directors (BoD) of Water and Sanitation Services Company Mardan (WSSCM) has decided to formally raise the issue of a shortage of sanitation staff with the provincial government, as the company faces increasing operational pressure due to a growing population and a declining workforce.

The Board of Directors meeting was held under the chairmanship of Chairman Board of Directors Engineer Adil Nawaz and was attended by board members Javed Hussain, Mubina Raziuddin, Additional Deputy Commissioner Fahad Iftikhar, and Regional Municipal Officer Zeeshan Arif. Additional Secretary Local Government Abdul Hadi and Deputy Secretary Finance Masood Ahmed joined the meeting via Zoom.

Officials informed the Board during its 80th meeting that 216 employees have retired between 2016 and 2026, while the city’s population has risen by 15 percent over the same period. To address financial challenges, the Board has initiated emergency measures to boost revenue, with performance to be reviewed on a monthly basis.

Briefing the participants, officials said that 679 workers were transferred from TMA to WSSCM in 2016 under the SAMA agreement, of whom 216 have since retired. They added that 52 employees are currently redundant and frequently absent, which affects service delivery.

The Board expressed concern that, despite repeated attempts to return such workers to TMA, the authority has neither reimbursed their salaries nor absorbed them, adversely impacting sanitation services in the city.

Officials also highlighted that the funds released by the provincial government for salaries and operational expenses are insufficient, stressing the need for an increase to overcome financial constraints.

The Board approved strict action against non-performing staff, deciding that such employees would be sent back to TMA. It was also decided that any such employee could only be reinstated with prior approval of the Board.

Chairman Engineer Adil Nawaz directed officials to accelerate revenue generation efforts and ensure regular monthly reviews. He also instructed departments to strictly implement fuel-saving and austerity measures in line with government directives and to submit monthly reports on expenditure control.

The Board further reviewed existing memorandums of understanding with various institutions and urged authorities to expand partnerships with additional organizations to improve service delivery.
